Seattle & King County Public Health is seeking a skilled, knowledgeable, and highly motivated team player to serve as the Business and Finance Officer II (BFO II) within the Budget & Finance Section of the Administrative Services Division.
This position will provide oversight on expenditures and the several means of purchasing in the department, lead revenue and cost allocations, create systems for intradepartmental transactions, create and enforce control mechanisms, troubleshoot technical issues, as well as provide required and recurring trainings.
The successful candidate will need to adequately and efficiently analyze data while understanding the rules, regulations and guidelines pertaining to each situation.

If filled by a King County employee who has passed their initial probation, the TLT will be a as Special Duty Assignment.
EXAMPLE OF DUTIES Collaborate within the team members to plan and implement oversight over various fiscal components of the department.
Review and timely record all fiscal transactions to the King County accounting systems Reconcile assigned funds, accounts or side systems.
Work with programs, and division finance teams to translate compliance expectations into fiscal transactions.
Participate in continuous improvement of oversight systems, processes, and development of tools.
Facilitate preparations for external monitoring visits, reviews, audits, and evaluations and participate as appropriate.
Prepare written and oral responses to inquiries from Finance staff, division managers and supervisors as requested.
Provide proficient contribution in allocating cost and revenue based on predetermined methodologies.
Maintain records in compliance with applicable requirements.
Provide ongoing support to program finance teams by reconciling ledgers, identifying allowable and unallowable charges in the county's financial system for various projects.
Research laws and regulations; review policies and procedures for compliance with state and federal regulations, county code, ordinances, GAAP and GAAS; make recommendations to management on accounting treatments and determinations.
Coordinate and compliment the Grants and Compliance Management team’s effort to respond to requests from internal and external auditors.
Compile information for completion of reporting, including reports for management, funders and regulators or auditors.
Perform analysis, identify trends, and follow-up on opportunities for enhancement.
Participate and/or provide trainings and lead various team and committee meetings, as required.
